History of the Philippine College of Radiology

The Philippine College of Radiology is an organization of Filipino Radiologists organized to upgrade the practice of the science of Radiology in the country. It is one of the eight specialty organizations recognized by the Philippine Medical Association.
 
The Philippine College of Radiology was first organized in 1948 by a group of seven Radiologists, Drs Paterno Chikiamco, Daniel Ledesma Jr., Ramon Paterno, Paulino Garcia, Carloss, Marquez, Hilario Zialcita, and Carlos Vergel de Dios, (called the “Magnificent Seven”) who called the group the Philippine Radiological Society. They drafted their constitution and by-Laws and elected their first set of officers. In the next 20 years, the PRS basically existed as a fellowship of a limited number of Filipino doctors practicing exclusively Radiology, helping and nurturing each other and working for the safety in the workplace.
With the evolving development in the Medical sciences, particularly Radiology, and the growing number of membership, the PRS leadership and members saw the need to further professionalize the organization. Thus in August 21, 1970, a new constitution and by-Laws was drafted and the name was changed to Philippine College of Radiology. The new Philippine College of Radiology also included the Philippine Board of Radiology. Along with the change in name a new logo, designed by Drs. Bienvenido Lapuz and Edmundo Villacorta, was adopted. In 1974, the PCR was incorporated and a new Code of Ethics was included in the constitution. Through the years, the constitution and by-Laws and the Code of Ethics underwent revisions to conform to the requirements of the Securities and Exchange Commission (SEC) and to reflect the changing needs of the growing organization.
The expanding number of members scattered throughout the country saw the need to further consolidate and tighten the chain of members. Thus regional chapters were developed. Currently the PCR has four active regional chapters, The Northern Luzon Chapter, the Southern Tagalog and Bicol Chapter, the Visayas and Mindanao Chapter, and the Northern Mindanao chapter.
 
As in any specialty, education and training determine the quality of service that a radiologist can provide. In the early years, training was mostly outside the country, in Europe or USA. In the 70s, however, going abroad for training was getting difficult and with the transformation of the PRS to a College of Radiology a move was immediately done to ensure the quality of training of radiology in local hospitals. New standards for local radiological training and hospital accreditation were adopted and a three year straight residency was required for the Board Examination. The first oral examination was conducted in 1971. Through the years, the PCR conducted regular scientific sessions and seminars on different topics in Radiology to hone the skills of its members. In response to the advances in the science of Radiology, The Revised Criteria for Accreditation of Residency Training in Radiology was approved by the PCR Board of Directors in 1997. Also that same year, the Residency Training Council (RTC), composed of the training officers of all accredited training Institutions, was created. The RTC was charged with the supervision of all Residency training programs and was tasked to formulate a syllabus for the training program and to constantly review and revise this to reflect the new trends in the training and practice of Radiology.
 
Although the PCR was organized primarily for the Filipino Radiologists, it did not adopt an isolationist view. It is a member of several international organizations like the Asean Association of Radiology, Asia-Oceania Society of Radiology, and the International College of Radiology, and had even hosted several international events. In November 1975, during the term of Dr. Federico Principe, it hosted the second AOCR conference in Manila, attended by more than 300 foreign delegates. In December 1984, January 1995, and in January 2006, the PCR successfully hosted the 3rd, 8th, and the 13th AAR congresses.
The rapid advances in technology saw the development of new modalities which saw the need to create subspecialties. Thus the different subspecialties, under the umbrella of the PCR, were conceived. These are the Ultrasound Society of the Philippines, the CT-MRI Society of the Philippines, the Philippine Radiation Oncology Society, and the Philippine Society of Vascular and Interventional Radiology.
With it eyes fixed on the mission and vision it had adopted in 1999, the Philippine College of Radiology continues to grow to meet the challenges of the future. . . .

1948 - The Philippine Radiological Society is formed by the “Magnificent Seven”
- The first PRS Constitution and by-laws are drafted
1968 - PRS president Dr. Federico Principe, together with the remaining members of
the “Magnificent Seven” and other young radiologists, successfully block a bill
in Congress seeking to liberalize the acquisition of x-ray machines and
professionalized x-ray technicians
1970 - August 21: a new Constitution and by-laws change the name of the Philippine
Radiological Society(PRS) to Philippine College of Radiology (PCR)
- A new logo, designed by Drs. Bienvenido Lapuz and Edmundo Villacorta, is
adopted with the theme “Medical Radiology for the Health of Mankind in Time
of Peace”
- Members-in-training and industrial members are accepted into the PCR
- New standards for local radiological training and hospital service are adopted
- The first PCR newsletter is born through the collaboration of Drs. Edmundo
Villacorta and Eduardo Nievera
1971 - April: a Registry of Radiologic Technologists is formed by the PCR and the
Philippine Society of Medical Radiological Technologists (PHISMERT)
- May 29: the first oral examination for certification in radiology are held at the
St. Luke’s Hospital in Quezon City by the newly formed Board of Examiners
- June: the first PCR membership directory, edited by Dr. Edmundo Villacorta, is
published
- July: PCR sponsors the formation of the Philippine Society of Radiological
Technologists (PSRT)
1972 - The PCR membership directory begins to carry the list of PSRT members
- June 4: Dr Leon Lopez delivers the first Daniel J. Ledesma Memorial Lecture in
Radiation Treatment of Malignant Diseases
1974 - PCR is incorporated, under Dr. Reynaldo Gregorio as president
- A Code of Ethics is drafted by Dr. Hilario Zialcita and included in the
Constitution
- Military diplomats are admitted into the College
- May 6-10: the first out-of-town scientific meeting is held at Clark Air Base
Hospital, with the popular Charles Mahon as host
1975 - November: the second Asian and Oceanian Congress of Radiology (AOCR) is
held in Manila
1976 - PCR wins the coveted PMA award for “Most Active Specialty Society”
- Life membership is accepted by the PCR
- Written examination is incorporated in the usual oral exams
1977 - Dr Leon Lopez, then PCR president, sets the precedent of having an annual
lecturer during the annual convention
- Aug 20: the Cebu chapter is dissolved and replaced by the Visayan chapter
consisting of Cebu, Iloilo, Bacolod, and Tacloban
- PCR is awarded as “Most Active Specialty Society” by the PMA
1978 - Dr. Roberto Reodica Jr. initiates move to establish closer rapport with
government through the Radiation Health Office
- Sept 7-9: the first symposium on Ultrasound is held at the Makati Medical
Center
- May 6: the Visayan chapter holds first regional scientific conference in Iloilo
City
1979 - Jan 26: the certifying board for government radiologists, formed in late 1978,
administers its first examinations
- Feb 5: PCR Trust Fund is established
- Feb 22-23: the first seminar on CT scanning is held at the MMC
- Nov: the ASEAN Association of Radiology (AAR) is formed during the 3rd
AOCR in Singapore
 
1980 - The Northern and Cental Luzon Chapter is formed with Dr. Roberto Legaspi as
president
1981 - The Mindanao-Sulu Chapter is formed with Dr. Jose Gantioqui as president
- Administration of the Trust Fund falls under the Radiology Foundation, then the
Trust Management Commission composed of the 7 past PCR presidents
- The Constitution and by-laws are corrected by Dr. Ronaldo Asuncion to
conform with the SEC requirements
- Official colors of the logo are adopted
- Sub-specialty sections of the Radiation Health Office (RHO) are created by Dr
Amado Carandang
1982 - Sept 18: the first PCR foundation day is celebrated
- Oct 29: PCR Secretariat Office at the Lung Center of the Philippines is
inaugurated
- Dr Monzon launches the first souvenir program for the 1982 annual convention
1983 - A mid-year post-graduate symposium is started by Dr Honorato Piedad
- The first scientific meeting of the section of Radiation Oncology is held
1984 - Dr Honorato Piedad revises the Code of Ethics
- The Specialty Societies of Ultrasound and or Radiation Oncology are formally
organized
- Maiden issue of the Philippine Journal of Radiology is published in December
- The 3rd ASEAN Association of Radiology (AAR) Congress is held in Manila on
December 12-15
1985 - Membership has grown to 239
1991 - The PCR Constitution and by-laws undergo major amendments to expand
membership categories
1992 - Drive to raise funds for the PCR Secretariat is formally launched via various
activities such as raffles and movie premieres
1994 - Aug: the Radiation Health Service of the Department of Health issues A.O. 35
entitled “Requirements for the Control of Radiation Hazards fro Clinical
Diagnostic X-ray Facilities” requiring heads of x-ray facilities to be PCR
fellows or diplomates
1995 - The 8th AAR Congress is held in Manila with Dr Manuel Mejia as president
elect and Dr Orestes Monzon as Secretary General
- Coinciding with the centennial celebration of radiology, PCR purchases a
condominium unit to serve as its office and permanent Secretariat
- “Battle of the Brains”, a quiz contest for PCR members, is conducted by the
Scientific Committee headed by De Catherine Mercado Lazaro
1996 - Feb 18: the new PCR Secretariat is inaugurated at Unit 203, Merchant Square
Condominium, cor. E. Rodriguez Ave and Mabolo St, in Quezon City
- Feb 23: the PCR Constitution and by-laws are amended during the annual
convention; amendments of the Code of Ethics are also proposed to address the
changing needs and practices in Radiology
- The PMA acknowledges PCR as one of the only 8 specialty societies it
recognizes in its Committee on Specialty Societies
- Oct 10: a golf tournament is held at the Sta. Elena Golf Club in Cabuyao,
Laguna as a fund-raising campaign by the sports committee headed by Dr.
Orlando Ignacio
1997 - The PCR Board of Directors approves the Revised Criteria for Accreditation of
Residency Training in Radiology
- The Residency Training Council (RTC), a new PCR body composed of all
training officers of accredited hospitals, is formed
- The Committee on Research and Medical Education initiates the Lifetime
Membership Fund (LTM Fund) with the objective of purchasing educational
materials and the financing of PCR research
1998 - The PCR celebrates its Golden Jubilee

2006 - Jan: The PCR hosted simultaneously three international conventions, The ISS Convention, the AAR Congress
